Punsi dan tugas Intitusional dan fersonal dalam kegiatan Anggaran Pemerintahan Desa.
Manakala kita berkenan dengan cermat memahami secara akseleratif terhadap pelaksanaan kegiatan anggaran berdasarkan UU 6/2014, PP 43/2014 beserta perubahannya, Permendagri 114/2014, 84/2015, 1/2016, 46/2016, 110/2016, 18/2018, 20/2018, PerKI 1/2018, ditambah UU 23/2014 beserta perubahannya dan pelaksanaannya, serta UU Tipikor. Maka fungsi dan tugas masing-masing institusi dan personal dapat diuraikan sebagai berikut:
- Perencanaan (planning)
Yang harus dilibatkan dalam fungsi ini adalah BPD, Pemdes, LKD, Ormas, tokoh personal profesi, pendamping, KPMD, dan konsultan (bila diperlukan).
Yang bertugas sebagai pelaksana adalah BPD dan Pemdes. - Pelaksanaan (ekskutor);
Sebagai pelaksana dan fungsi ini adalah Pemdes dan LKD yang membidangi. - Pengawasan (monitoring);
Secara internal BPD dan Masyarakat menjalankan fungsi dan tugas pengawasan.
Secara eksternal, fungsi dan tugas pengawasan dijalankan oleh Camat atas nama Bupati. - Pelaporan dan Pertanggungjawaban;
Fungsi dan tugas ini dijalankan oleh para pelaksana secara bertingkat:
PKA kepada Kades.
Kades kepada Bupati melalui Camat.
Kades kepada BPD.
Kades kepada Masyarakat. - Penilaian (evaluasi);
Fungsi dan tugas ini dijalankan oleh BPD dan Masyarakat baik secara personal maupun institusional, dalam dialog maupun musyawarah, serta dalam bentuk lisan maupun tulisan. - Pembinaan :
Fungsi dan tugas ini dijalankan oleh Camat atas nama Bupati bersama perangkat daerah yang membidangi. - Pendampingan :
Fungsi dan tugas ini dilakukan oleh Pendamping Profesional, KPMD, dan Pendamping dari Pihak ke-tiga sesuai dengan pembidangannya. - Pemeriksaan (auditoring).
Fungsi dan tugas ini dijalankan oleh Inspektorat atas nama Bupati sebagaimana kewenangannya. - Penindakan:
Fungsi dan tugas ini dijalankan oleh Kepolisian dan/atau Kejaksaan sebagaimana kewenangannya.
Masih menurut dia,yang perlu jadi Catatan:
a. Bahwa masing-masing institusi dan personal tidak dibenarkan mengurangi fungsi dan tugasnya.
b. Bahwa masing-masing institusi dan personal juga tidak dibenarkan melampaui fungsi dan tugasnya.
c. Bahwa terbitnya SE dan/atau MoU oleh siapapun, dan perihal apapun yang bertentangan dengan fungsi dan tugas sebagaimana uraian di atas, itu tidak bisa dibenarkan dan harus diabaikan.
d. Bahwa harus diwaspadai adanya upaya pengerdilan fungsi dan tugas institusi dan personal tertentu.
e. Bahwa harus pula diwaspadai adanya institusional atau personal yang melampaui fungsi dan tugasnya yang ujungnya adalah uang,tutupnya
