selidikkasus.com – Masyarakat dikejutkan oleh sejumlah video yang viral. Ada sejumlah Kepala Desa di Kabupaten Sukabumi yang mengeluh, menyesalkan dan protes terhadap bantuan pemerintah.
Mula-mula secara perseorangan, kemudian ada beberapa Kepala Desa yang protesnya lalu di videokan, lanjut di share, dan di viralkan.
Terakhir, para Kepala Desa itu berkumpul, dan dengan kompaknya membuat pernyataan bersama, “menolak bantuan pemerintah”. Bantuan kok ditolak, ada apa?
Data penerima bantuan dianggap amburadul.
Ini faktor utamanya. Faktor kedua, bantuan tidak tepat waktu.
Sudah diumumkan, tapi gak turun-turun, kata seorang Kepala Desa. Merekalah yang jadi sasaran protes dan cemoohan warga. Kenapa bantuan gak turun-turun?
Karena tunggu tas pembungkus bertuliskan” bantuan Presiden”, kata pihak Kemensos, di konfirmasi wartawan (selidikkasus 30/4).
Jangan jadi ajang pencitraan bapak-bapak, kata seorang kepala desa dalam video itu. Ternyata, kepala desa sudah kenal istilah “pencitraan”. Jangan ikut-ikutan pencitraan Pak Kepala Desa yah,; Ora elok!
Soal data, ini memang sejak dulu jadi masalah di Indonesia.
Lho kok gak diperbaiki?
Ini hanya soal niat. Good Will-nya gak ada, kata anak kuliahan.
Pertama, proses pendataan sarat kepentingan. Baik kepentingan institusional maupun politik.Coba lihat data pemilih di KPU. Bermasalah dan banyak data fiktif. Orang sudah meninggal, pindah tempat, dan warga luar Desa dimasukkan.
Untuk apa githu lho.? Memenangkan para penguasa, ini sudah dari dulu loh bro!!
Kira-kira sama pola, dan masalahnya dengan data orang miskin.
Supaya gak malu angka kemiskinan tinggi, dibuatlah kriteria orang miskin seketat mungkin. Menurut Kemensos, disebut miskin jika punya 14 kriteria. Diantaranya: gak punya WC pribadi, kalau masak pakai kayu bakar, makan hanya sekali/dua kali sehari, bisa beli satu setel pakaian hanya sekali dalam setahun, rumahnya gak diplester, menggunakan air hujan, hanya tamat SD, dan penghasilannya kurang 20 ribu sehari.
Miskin banget ya?
Jadi, anda hanya akan menemukan orang miskin di pelosok-pelosok Desa. Tetapi di Kota susah kita cari orang yang miskin menurut kriteria pemerintah.
Kedua, sering ada permainan petugas di lapangan. Ini project. Kalau setiap Desa/Kelurahan ada 10-20 penerima fiktif, kali sekian ribu Desa/Kelurahan, lumayan banyak. Itu bisa masuk kantong, cus langsung bagi-bagi jatah deh.
Tidak hanya orang miskin yang fiktif. Bahkan kelurahan juga bisa fiktif.Tahun lalu, ada sejumlah Kelurahan fiktif penerima dana desa terbongkar.Bertahun-tahun. Canggih bukan? Itu yang kebongkar. Namun, yang gak kebongkar?
Sudah data fiktif, jatah bantuan dikurangi lagi. Kongkalikong sama oknum aparat desa, atau yang lainnya.Ini mungkin telah kita saksikan seumur hidup kita. Berjalan dengan aman, aman.. dan aman…
Jangan anda pikir aparat desa gak ada yang brengsek bro. Banyak! Urusan tilap-tilep, orang-orang di birokrasi paling jago. Rekayasa LPJ (Laporan Pertanggungjawaban), mereka ahlinya. “ndandani laporan”, itu istilah mereka. Ada konsultannya segala. Mirip konsultan pajak… Banyak konsultan pajak yang tugasnya justru untuk memanipulasi pajak, agar makin kecil angkanya yang dibayar perusahaan.
Ketiga, hukum gak jalan. Hampir gak pernah ada penindakan terhadap orang-orang yang sengaja memalsukan data. Alasan salah ketik, selesai. Padahal, rekayasa tersebut dilakukan dengan sengaja.
Carut marut data ini terus jadi letusan sosial. Tapi tak pernah beres hingga hari ini. Dan nampaknya akan terulang terus entah sampai kapan githu lho..
