Gresik – Meski hanya ada beberapa staf Bappeda sebagai audiens, namun Bupati Gresik Dr. Sambari Halim Radianto tetap semangat menyampaikan sambutan Pembukaan Musyawarah Rencana Pembangunan (Musrenbang) Kabupaten Gresik.
Pidato Pembukaan Musrenbang tentang Rancangan Rencana Kerja Pemerintah Daerah (RKPD) Kabupaten Gresik 2021 ini berlangsung di Ruang Rapat Retno Suwari Kantor Bupati Gresik pada Senin (6/4/2020).
Mengawali sambutan, Bupati Sambari menyatakan bahwa pelaksanaan musrenbang kali ini sedikit berbeda dengan tahun-tahun sebelumnya.
“Kami melakukan penyesuaian dengan mekanisme pelaksanaan musrenbang secara online. Hal ini terkait dengan kebijakan penetapkan status darurat Nasional terhadap pandemic COVID-19 di negara kita,” kata Bupati yang disaksikan oleh sebanyak 150 orang di tempatnya masing-masing.
Ditambahkan oleh Bupati, Musrenbang yang dilaksanakan hari ini, memiliki agenda utama untuk menyempurnakan Rancangan Rencana Kerja Pemerintah Daerah (RKPD) tahun 2021. Mengintegrasikan usulan pembangunan atau rencana kerja secara teknokratis, politis, maupun partisipatif.
“RKPD tersebut menjadi dasar penyusunan KUA PPAS dan menjadi landasan dalam penyusunan dokumen anggaran pendapatan dan belanja daerah (apbd) tahun 2021”, katanya.
Pada kesempatan itu Bupati menyampaikan terima kasih seluruh masyarakat Gresik, Para Ulama, Pemerintah, Forkopimda, Wartawan dan LSM atas partisipasi dan kontribusinya sehingga Gresik menjadi lebih baik seperti sekarang.
“Gresik memang menjadi lebih baik, tetapi pembangunan harus tetap berlanjut. Ke depan, kami mengaharapkan komitmen, integritas, tenaga dan pemikiran saudara-saudara dan tentu saja do’a dari para kyai, habaib, masayikh dan para ulama”, katanya.
Bupati merinci pencapaian visi-misi dalam RPJMD Kabupaten Gresik tahun 2016-2021 selama tahun 2019, yaitu mempertahankan Gresik sebagai Kabupaten peduli Hak Azasi Manusia (HAM) selama 5 (lima) tahun berturut-turut. Nilai indeks reformasi birokrasi Kabupaten Gresik mencapai 88,96 dengan kategori A, interprestasi sangat baik.
Pertumbuhan ekonomi Kabupaten Gresik selama tahun 5 (lima) tahun terakhir mencapai 5,97% dan mampu tumbuh di atas rata-rata nasional. Laju inflasi sebesar 2,21% dengan gini ratio termutakhir mencapai 0,29 atau ketimpangan rendah.
Indeks kualitas lingkungan hidup (iklh) mencapai 73,99 atau meningkat dibandingkan tahun 2018 sebesar 64,62. Indeks pembangunan manusia (ipm) mencapai 76,10. Indeks pembangunan gender (IPG) mengalami peningkatan mencapai 89,72.
“Perumusan RKPD tahun 2021 ditetapkan dengan tema; Gresik, inclusive, resilient and sustainable city yang artinya Gresik, kota inklusif, tangguh dan berkelanjutan” tegasnya.
Tema tersebut didukung dengan prioritas pembangunan meliputi, Pelayanan publik berlandaskan human centered design yang memanfaatkan teknologi informasi secara terintegrasi, Pembangunan perekonomian inklusif yang menjadi penghubung Indonesia Barat dan Indonesia Timur melalui kemantapan infrastruktur, konektivitas daerah dan ekologi berkelanjutan, Pembangunan keluhuran budaya berlandaskan pengarustamaan keluhuran gresik yang agamis.
Menurut Bupati, estimasi belanja daerah pada tahun 2021 mencapai Rp. 4.111.207.000.067,- Usulan belanja langsung mencapai Rp. 2.059.754.483.182,- atau 50,10% dari total belanja. Belanja tidak tangsung mencapai Rp. 2.051.452.516.885,- atau 49,9% dari total belanja. Estimasi pendapatan rancangan awal RKPD mencapai Rp. 4.044.990.150.731,44.
“Penyusunan RKPD tahun 2021 ini, seluruh OPD harus menyusun rencana kerja secara cepat, tepat, dan cermat. Meyelaraskan seluruh usulan pembangunan terhadap kemampuan anggaran daerah. Prioritas pembangunan dan kebutuhan masyarakat harus mempertimbangkan berbagai dinamika penyelenggaraan pemerintahan yaitu pelaksanaan pilkada 2021, perubahan prioritas pembangunan Jawa Timur, dan perubahan RPJMN periode 2020-2024” pungkas Sambari.
