an sebesar Rp. 321.416.000 Tahun 2022 yang bersumber dari Dinas Perumahan Rakyat, Kawasan Permukiman dan Pertanahan.
Tetapi terkait pekerjaan tersebut dilakukan diduga tidak sesuai juknis, dalam hal ini proses pengaspalan tersebut diduga dikerjakan tidak sesuai seperti pengaspalan pada umumnya. Diketahui, Pekerjaan tersebut dikerjakan oleh CV. Makmur Insani.
Dan hal itu membuat Dewan Pengurus Daerah (DPD) Generasi Sosial Peduli Indonesia (GSPI) Sulawesi Tenggara kecam dan angkat bicara. Kamis, 16/02/2023.
Menurut Manton selaku Ketua Bidang Humas, IT dan Publikasi pekerjaan tersebut diduga dikerjakan asal asalan. Pasalnya, Proses pengaspalan itu dilakukan dengan cara ditumpuk seperti tumpukan pasir.
Seharusnya, kata Manton, proses pengaspalan itu dilakukan dengan menggunakan alat seperti Punisher dan pada umumnya, sehingga dari segi ketebalan dan kepadatan sesuai dengan apa yang dipersyaratkan. Sehingga mutu kualitas dan kuantitas dijamin bagus dan terjaga.
Atas dasar itu, DPD GSPI Sultra telah melayangkan surat klarifikasi secara tertulis dengan Nomor : 023/B/Klarifikasi/DPD GSPI-SULTRA/I/2023, pada Tanggal 19 Januari 2023 Lalu.
Oleh karena itu, Dinas Perumahan Rakyat, Kawasan Permukiman dan Pertanahan membalas surat tersebut dengan Nomor : 910/38, pada tanggal 02 Februari 2023 lalu.
Dalam surat balasan tersebut yang berbunyi, sebagai berikut :
1. Jenis aspal yang di gunakan pada pekerjaan tersebut yaitu Asbuton Campuran Panas Hampar Dingin (Cold Paving Hot Mix Asbuton).
2. Pekerjaan tersebut telah dilaksanakan sesuai dengan spesifikasi teknis dan selalu dilakukan pengawasan, sehingga proses pekerjaan yang berjalan dan mutu pekerjaan telah sesuai dengan spesifikasi umum 2018 untuk pekerjaan konstruksi jalan dan jembatan.
3. Pekerjaan tersebut telah dilakukan PHO dan masih dalam masa pemeliharaan.
4. Jika dalam masa pemeliharaan terjadi kerusakan pada pekerjaan tersebut maka penyedia wajib melakukan perbaikan sesuai dengan yang tertuang dalam Surat Perjanjian Kerja.
5. FHO akan dilaksanakan setelah masa pemeliharaan berakhir, dengan ketentuan – ketentuan yang berlaku.
Berdasarkan surat balasan tersebut diatas, Maka DPD GSPI Sultra akan melayangkan surat kepada Inspektorat Provinsi Sulawesi Tenggara dan BPK untuk memeriksa secara Fisik pekerjaan tersebut. Selain itu, DPD GSPI Sultra akan melaporkan secara resmi kepada Aparat Penegak Hukum (APH). Karena kami menilai proses pekerjaan tersebut diduga tidak sesuai dengan Juknis.
“Jika perlu kami bawah persoalan ini lengkap dengan data hasil dokumentasi ke lapangan untuk menjadi bahan laporan saat Rapat Kerja Nasional (RAKERNAS) GSPI ke II pada Bulan Maret mendatang,” Terang Manton.
Sangat disayangkan, jika berdalilkan dengan adanya Masa Pemeliharaan, ” kata pemeliharaan perlu kita garis bawahi, artinya, kalau sejak awal proses pekerjaan tersebut dilakukan dengan tidak benar seperti apa yang menjadi dugaan kami, berarti Hal Tidak Benar Pula yang Dipelihara,” Tegas Manton.
“Kami berharap, Inspektorat Provinsi, BPK bisa bersama sama memeriksa Fisik pekerjaan tersebut, jika perlu kami diikutkan dan menyaksikan pada saat pemeriksaan dilakukan dilapangan secara fisik,” Pungkas Manton.
