Program RLTH di Jember dikeluhkan warga, Batako dan Besi Tidak Sesuai Spek
Jember-selidikkasus.com, Pogram Bantuan Stimulan Perumahan Swadaya (BSPS) atau yang dikenal dengan istilah bedah rumah di Desa Sumbersalak, Kecamatan Ledokombo, Kabupaten Jember Jawa Timur, malah menambah keluhan bagi warga penerima bantuan Rumah Tidak Layak Huni (RTLH).
Pasalnya, melalui informasi yang berhasil dihimpun dilapangan, program bantuan tersebut, diduga menjadi ajang para oknum guna mendapatkan doku masuk ke kantong pribadi.
Hal lainnya, menurut warga, bahan yang dikirim diduga tidak sesuai dengan harapan sebagaimana yang pernah disosialisasikan oleh, Bupati Jember.
“Batako 1000 biji, semen 15 sak, lainnya tidak tahu,” ungkap Syafi’i.
Masih menurutnya, semen yang dikirimkan sangat kurang. Bahkan pihaknya mengaku, harus membeli lagi semen lantaran bangunan kekurangan bahan semen.
“Semen nambah sendiri sebanyak 5 sak. Sampai saat ini, tidak diganti serta daun jendela kami beli sendiri. Sedangkan, kunci yang harusnya diselesaikan tidak kunjung dipasang hingga pekerjaan selesai,” paparnya.
Ia menambahkan, lebih aneh lagi, besi yang dipakai tampak tidak memenuhi RAB dan tidak sesuai spek bila mengacu untuk ukuran rumah 6,5 x 4,5 meter.
“Besi yang dipakai untuk kolom berukuran 8 sama 6. Itupun, pada saat pemasangan juga di selang-seling sehingga, bangunan yang dihasilkan, sangat diragukan,” tegasnya.
Untuk keramiknya sendiri, kata pria itu sudah cukup. Hanya saja, kayu yang dikirim kurang dan tidak sesuai dengan kebutuhan.
“Kayu usuk berukuran 2 meter jadi harus disambung. Kayu paling besarnya hanya dikasih satu, itupun tidak sampai 5 meter,” tegasnya.
Bangunan rumah dengan pekerjaan yang tidak mengacu pada spek, di khawatirkan dampaknya, membahayakan bangunan itu.
“Ini bisa dilihat, sudah mulai retak. Bagaimana tidak retak, kayu kurang dan bangunan ini tidak ada pondasinya,” pungkasnya.
Secara terpisah, Kepala Desa Sumber Salak, Suryono mengaku, tidak mengetahui secara jelas terkait bantuan RTLH.
Ia mengaku, tidak pernah diajak musyawarah dan koordinasi baik pengusulan maupun saat realisasi.
“Saya kalau dibilang tidak tahu takut salah. Tapi sampai hari ini, pihak desa tidak pernah dilibatkan, jangankan RAB atau spek bangunan, jumlah penerima bantuan RTLH saya juga tidak tahu,” pungkasnya, saat dikonfirmasi lewat sambungan selulernya.
Perlu diketahui, anggaran pembangunan Rumah Tidak Layak Huni (RTLH) di Kabupaten Jember masing-masing rumah senilai Rp 17.500.000 masuk melalui rekening penerima.
Sementara rinciannya, Rp 15.000.000 untuk bahan, untuk ongkos jasa tukang Rp 2.500.000.
