Menkumham: Napi Asimilasi Berulah Lagi Diancam Pidana Baru
Jakarta – Menteri Hukum dan HAM Yasonna Laoly menegaskan warga binaan pemasyarakatan yang menjalani asimilasi dan integrasi di tengah pandemi Covid-19 akan terus diawasi. Seluruh warga binaan yang kembali berulah akan mendapatkan sanksi berat.
Yasonna mengungkapkan, dirinya sudah menginstruksikan jajaran Direktorat Jenderal Pemasyarakatan Kemenkumham untuk berkoordinasi dengan Polri dan Kejaksaan guna mengoptimalkan pengawasan tersebut.
“Jika berulah lagi, warga binaan asimilasi dimasukkan ke straft cell (sel pengasingan). Saat selesai masa pidananya, diserahkan ke polisi untuk diproses tindak pidana yang baru,” kata Yasonna, melalui keterangan tertulis di Jakarta, Senin (13/4/2020).
Dia menjelaskan, sudah lebih dari 35 ribu warga binaan pemasyarakatan yang menjalani program asimilasi dan integrasi di tengah pandemi Covid-19. Mereka adalah warga binaan pemasyarakatan yang sudah menjalani 2/3 masa hukuman.
Dari jumlah tersebut, tercatat ada 10 warga binaan yang kembali berulah saat menjalani program asimilasi dan integrasi. Ada yang kembali ditangkap karena kasus mencuri, mabuk dan kekerasan, serta kasus narkoba.
Menurut Yasonna, tidak ada alasan untuk menolerir warga binaan yang berulah kembali saat menjalani asimilasi dan integrasi. Namun, penangkapan kembali warga binaan tersebut adalah bukti berjalannya koordinasi antara jajaran Ditjen PAS dengan aparat penegak hukum lainnya.
“Ada yang bilang program ini gagal dan mengancam keamanan nasional. Saya rasa sebaliknya. Ini bukti koordinasi pengawasan berjalan baik,ujarnya.
Dasar memberikan asimilasi dan integrasi pada puluhan ribu warga binaan, kata Yasonna, didasari alasan kemanusiaan terhadap penghuni lapas-rutan yang over kapasitas di tengah pandemi Covid-19. Dia yakin program ini akan berhasil dengan kerja sama semua pihak, koordinasi Ditjen PAS serta penegak hukum, masyarakat, dan pihak keluarga yang memberi jaminan.
Jika ada berita tentang warga binaan kembali berulah, segera koordinasi ke Polres setempat. Periksa, jika itu adalah warga binaan yang diasimilasikan, langsung masukkan lagi ke straft cell,ungkapnya. (Srn)
